Introduction

Regulations are created by executive agencies.

Executive agencies are entities within the executive branch of federal and state governments, created by the legislative branch and tasked with implementing and enforcing regulations that carry the weight of law.

Administrative law is much more complicated than the brief explanation above. The Administrative Law and Advanced Legal Research courses provide much more information about this topic. 

Federal Regulations

Proposed and new federal regulations are first published in the Federal Register.

As with statutes, regulations are rearranged by subject and codified. Federal regulations appear in the Code of Federal Regulations.

California Regulations

Proposed and new California regulations are first published in the California Regulatory Notice Register ("Z Register").

Final regulations are rearranged by subject and codified in Barclays California Code of Regulations ("CCR").
